An increase in the volume of garbage due uncollated trash adds to the environmental woes and is already threatening the community of Barangay Mabolo.
MABOLO MALOLOS, BULACAN- The changing of contractors hauling a locality’s garbage may inevitably lead to a problem of leaving some trash uncollected.
The most common concern in Brgy. Mabolo is poor garbage management, which includes discrepancies in pick-up dates. Waste collection of hauler is scheduled everyday in different parts of Mabolo, but there have been some delays. The collection of waste is sometimes just every other week, which is difficult for the residents resulting in a pile of trash on the sidewalk and resorting to open waste burning.

According to Irene Pascual , a 40-year-old sari-sari store owner and a citizen in Purok 1 Mabolo Malolos, Bulacan. The garbage is collected every day in the morning but lately the dump trucks had not been coming regularly, causing trash bags to pile up on the streets and affects her food business with the smell of the uncollected garbage. But then, she is still segregating their wastes from biodegradable to non-biodegradable.
“Hindi kinokolekta sa itinakdang araw ang mga basura sa bawat bahay kaya tumatagal ito at lalong natatambakan at ako binubukod ko, kasi nga eh para kapag yung nabubulok, duon lahat siya, at sa hindi nabubulok mag kakasama din”, Pascual said. In addition, Carlo Bernardino, a 20- year old student and a resident in Fausta, Mabolo also raised this concern and added that they had been burning their trash in open areas.
“Minsan lamang dumadating ang nangongolekta ng basura sa aming lugar kung kaya't hindi namin alam kung saan namin itatapon ang naipon naming mga basura. Isang paraan na ginawa namin upang mabawasan ang basura ay pagsisiga na may masamang dulot naman sa kalusugan” he exaplained.
Though it solves the problem of garbage in his house, burning of trash is a violation of Section 48 of the Solid Waste Management Act, which bans open burning of solid waste. Fewer trucks According to the 2015 Environmentally Critical Areas Network (ECAN) Resource Management Plan, one to two dump trucks per barangay are needed for an efficient garbage collection.
Barangay Mabolo is only paying haulers that cost Php 2,000 per truck and Php 30,000 per month and the problem with borrowing trucks is a borrowed truck can only be used for a single round on its route every day.
According to the Barangay Chairman of Mabolo, Kerby Tamayao the garbage dumped at the transfer station is mostly from barangays in the south district, whose garbage truck cannot make the long trip and the rough road going to the northern town.
“Minsan po ang pagkuha dito ng hauler ang dala po noon ay MRF ng Malolos. Ngayon, ang MRF po ng malolos may hauler lang din na kumukuha roon para dalhin sa tarlac. Minsan po yung regular na pagkuha ng basura nila minsan walang hauler nakukuha sa MRF kaya hindi sila makapag baba hanggat walang hauler” Tamayo said.
Tamayo also stated that there are times that they are unable to collect the city's waste, especially if the schedule is delayed when the aging dump trucks complicate or if trucks are already full before their routes are totally covered. New set of mini dump truck To resolve the issue, Capt Kerby Tamayo, the barangay kagawad, and the officials of barangay Mabolo conducted a meeting last June 3, 2022, Friday. From paying the private hauler monthly, Barangay Mabolo now has its own mini dump truck and the collection waste will now be house to house with the help of Bry. Eco-Aide starting June 6, 2022.
“Ang pangangasiwa po ng basura ay pangungunahan na ng ating baranagay. Sapagkat mayroon ng sariling pag-aari ng truck ng basura ang ating barangay mula po sa donasyon ng isang kumpanya para po matugunan tayo sa problema ng basura.” Tamayo said.
"Kapag tayo na po ang nagpangasiwa ng pagkuha ng basura ay may sapat na oras na po ang pagkuha ng basura at halos lahat na ay makukuhanan [ng basura] at maayos na natin at malilinis na natin 'to” he added. Need for discipline The Local Government Code requires barangays to facilitate garbage collection, and they are implementing interventions to limit the quantity of trash collected at home by residents. Residents are being advised by barangay authorities to separate their garbage so that biodegradable material may be compost.
While this new proposal has been filled and for other barangays to follow it also highlights the need to instill discipline among Mabolo citizens.
“Dapat ayusin na nila yung paglagay sa sako. Naka-seperate na yung nabubulok at di-nabubulok” , Welstarl Capinig said- one of the garbage collectors in the barangay.
There should be discipline, and people should work together, and each one should be held accountable for their garbage.
“Ipinapakiusap po natin sakanila yung napakahalagang kooperasyon at maki-isa sila upang mapagtagumapayan natin ang problema sa basura”, Tamayo added.
