Talacsan : Takes on the Citizen

The small community of Talacsan is located at San Rafael, Bulacan. One of the reasons on why I chose this community as my subject of interest for the data gathering is because this is where I originated from, meaning to say that there's already a bit of insights that I already know exists in this community, and now the challenge left for me is to search for what I do not know yet.

Figure 1. The whole Brgy. Talacsan on Google Map's view.

I conducted the interview through google form and created a link to direct the interviewees for an easier access. But beforehand, I had to ask for their authorization first thing— discussing them their rights of privacy, and presenting them the purpose of the interview. I manage to interview 9 people, all women. Although It seemed a bit bias to not get opinions from men, but I purposely interview women to look only on one perspective for a clear take on the result that I'm actually aiming.

Figure 2. The survey result regarding the respondent's age and confirmation of citizenship in the chosen Community.

Most of them have been living in the community for almost all of their lives, from the day they were born until now that they are grown up. They also provided some good qualities that their community has, and that includes: cleanliness, peaceful and calm outlook, structured roads and street lights, and not crowded. I do not disagree to any of their commentary because I know for a fact that that is the beauty of Talacsan. It is well-preserve even before then. If you come here, you would feel the difference of the air that is coming from here to where you might possibly come from. The breeze is very fresh and welcoming, unpolluted and relaxing. The people here are also nice and the importance of family is pass down completely to all generations that even the ones that are not blood related anymore are still consider as part of the family.

Now when asked about the issues that they would most likely want to address if given a chance, the answers that I received are all bold and straight to the point. As I've read their concerns, that's when I have a realization snap that these are all for the betterness of the community and no one have ever said something that shows an act of selfishness or just for an individual benefit. However, there are two points of views within those addressed issues. (1) On one side, the people simply just want to improve or upgrade the livelihood of the community— the noises from the neighborhood, lack of electricity post, cases of stealing, and schedule of garbage collection. Meanwhile, (2) on the other side, was basically for the officials. Mostly about communication and services— beneficiary announcement that is only announce to the public after it was held, no personal to entertain people's concern in the barangay hall most of the time.

Figure 4. Good qualities and issue that they want to address from the Citizens.

By the end of the interview, I gave them the opportunity to lay down their question, if there is, for our barangay officials. All of them gave a relatively question, but if there's a question that I would like to highlight, it would be this: "Can you hear me?"

This activity is a wonderful experience for me and I want to do it again— collecting people's views and beliefs, talking about situations that is realistically happening, then come up with result or conclusion to sum up everything that I have learned from all of those amazing people.
