Topic: The flooding problem in Santa Maria
Summary of your topic: As the rainy season nears and the threat of global warming and rising sea levels becomes more apparent, the Santa Maria Local Government is seen by many as not being able to respond in mitigating floods happening during the rainy season. The disaster response was seen as insufficient especially in issuing timely warnings, making citizens at risk of being unable to prepare for evacuations.
Rationale:
· This is a timely issue as we experience frequent unpredictable weather, the very tendency of flash floods is a huge concern among the public.
· Rising sea levels were a talk among the scientific community and Bulacan were among those areas at risk of being submerged because of climate change.
· From point #2, this could be attributed to the sudden flooding of Santa Maria River in recent times.
· This report can give the reads the insights they needed on what has been done and not yet been done in addressing such issue.
Explanation:
In pursuing the topic and the issue, I will ask residents within the vicinity of Santa Maria riverbanks especially those living in the areas around Bagbaguin, Santa Maria, Bulacan.
Historically, this area has always been badly hit during storms and heavy rains. During the onslaught of the Tropical Depression “Ondoy” in 2009, Barangay Bagbaguin, especially the area along the riverbank has reported great damage and economic loss. Also, during sudden downpours of heavy rains in thunderstorms, the area is always put on high alert because of the imminent threat of flash floods from abrupt increase in water level in the river.
With that in mind, I will ask for interviews with knowledgeable residents of the area with an emphasis on their experiences during the times they feel threatened by disasters. I am planning to interview at least two residents of the barangay through questions administered using google form.
Second, I will ask officials regarding the LGU’s perceived poor response during times of disaster. I will ask questions on the ways the LGU is trying to improve its risk reduction strategies as well as ask the reasons why it is investing so heavily in the development of the area and erecting infrastructures knowing full well that those projects were at risk of damage from frequent flooding of the area.
