After conducting thorough research through the lenses of its citizens and officials– I’ve come up with the decision to pursue the community issue that appeared most often to the respondent’s answers.
Barangay Matungao
Matungao is a barangay in the municipality of Bulakan, in the province of Bulacan. Matungao is considered to be one of the biggest barangay in the municipality— area and population size. According to the 2020 Census, the population was 12,950 representing 15.94% of the total population of Bulakan.

Disposal and management of waste, a national problem, has always been one of the major problems of the local government units (LGU) in Bulakan,specifically in barangay Matungao. A growing amount of waste is evident as the population grows, and as our patterns of production and consumption begin to change.
Rationale
The Department of Environment and Natural Resources (DENR) continues to call for the local government units (LGUs) to practice proper segregation at source in managing the disposal of solid wastes in cities and municipalities. This overdue problem should be raised to be a concern for both the citizens and officials.
Through further gathering of data, and with proper dissemination of information– communities can raise awareness and promote community education on ecological waste management. We must take an urgent action to discuss how our waste contributes to climate change and its serious consequences.
We aim to seriously promote the policy implementation of the Republic Act (RA) 9003 in the Philippines. As Solid Waste Management (SWM) is still considered to be one of the most serious environmental issues in the country. It was stated in the Ecological Solid Waste Management Act of 2000 (Republic Act No. 9003) that “Waste segregation and collection shall be conducted at the barangay level specifically for biodegradable/compostable and reusable/recyclable wastes.“
According to Bulacan governor Daniel Fernando the amount of domestic waste being collected from households in the province has been increasing. Thus, he encouraged all the city and municipal officials to observe proper waste management through a memorandum. Intensified proper waste disposal should be practiced promptly.
Explanation
In order to make this story successful, I plan to gather information through personal experiences within the community. By interviewing barangay officials, if given the opportunity the barangay captain herself, as well. The participation of garbage collectors is also included to this project. I also plan to have an in-depth conversation with fellow constituents regarding the barangay’s solid waste management and the problems they encounter. I should be able to give the readers the two sides of the coin.
According to the barangay officials I’ve talked to before, barangay Matungao has an existing project aimed to address improper solid waste management. It would be good to discuss their project’s implementation. Everything that its constituents know and what they need to know regarding this project. As it was observed on the previous interviews, that there is lack of information dissemination.
If it’s also possible to cite or provide interviews and studies of professionals in the country that are relevant to the story. Through this, I’ll be able to give the purpose of why I am pursuing this specific community problem. These professionals will help the readers to better understand why we need to plan, why we should raise awareness and a call to action for Solid Waste Management (SWM). My purpose is not just to inform but to enlighten.
I will be providing materials to further support the data I've gathered. For example, photographs or videos that show that this problem really exists in the community. Images that will show how the barangay project is implemented. Proofs that would testify that the citizens living in the area really find the problem regarding waste concerning.
