The Ten-Peso Fee: Demand for Transparency and Responsibility

Proposed Topic: Charging delivery personnel ten pesos to enter the village

 

Brief summary of the topic


Prior to entering Rocka Village II, delivery personnel must pay a ten-peso fee at the guard house; the ten pesos are then collected from their customer. As a result, this particular action has caused confusion among the residents of the aforementioned community, as there are monthly Homeowners Association dues. The purpose of this topic is to figure out whether the ten peso fee is truly necessary and is being allocated for legitimate reasons, and to shed additional light on why this is being conducted.


Rationale

  • As residents of the Rocka Village II community, we have a right to know where this ten-peso fee came from and why the higher officials decided to implement it. In addition, where are they being spent?

  • The need for transparency in this matter is critical, as residents are unaware of why this is happening and where the money is going.

  • To properly address a system that fails to provide the residents with the transparency they demand.

  • By identifying and acknowledging the source of the problem, a solution that meets the needs of residents and local officials can be developed.

  • As a resident of this community, I have also encountered delivery personnel who informed me that they had been asked to pay a ten-peso fee and were thus asked to pay an additional ten pesos to compensate for their loss. As a result of my firsthand experience, I already have a working knowledge of this subject, which could aid in further developing the research.

Explanation


The ten-peso fee charged to delivery personnel before entering the village was a concern expressed by two of my eight respondents during the survey of community issues/problems among citizens, which is titled, “The Citizens and their Long-standing Concerns: The Situation of Rocka Village II.”


I. Finding additional interviewees


With a background in the chosen community issue, I would first interview a few additional people to gain their perspective and firsthand experience on the matter. Knowing the ideal individuals for this topic and having personal conversations with them will assist me in determining the appropriate questions to ask during my next step, which will be visiting the barangay.


The medium through which they want to be questioned is entirely dependent on what is most convenient for them. It could be on messenger, a Google form, a phone call, or something similar.


II. Meeting with local officials


After gaining a better understanding of the situation, I plan to visit the barangay to hear the perspectives of the local officials on the said concern. As the proverb goes, ‘every coin has two sides.’ This is to promote a fair and open process in which higher officials must also provide their rationales and justifications for taking such action.


In the barangay, I will submit a letter stating my intention to obtain a copy of the documents or records, if any, specifying what things, programs, or other intentions the ten-peso fee is being used for.


Questions such as why there is a ten-peso fee for delivery personnel when there is already a homeowners association fee will be raised.


III. Interpretation of accumulated data


After hearing both sides, I will interpret my findings. This is to see if the information agrees with one another or if it supports the reasoning provided by the local officials. Additionally, to ascertain the accuracy and authenticity of the information.


IV. Developing a report


The report will include all of the information I gathered from the officials as well as my respondents. It will be designed in such a way that the information is consistent, and all elements necessary to support the story will be presented. The goal is to create a report that is well-structured and easy to understand.


V. Dissemination of findings to the respondents


One of my primary objectives is to inform my respondents of my conclusion regarding the ten-peso fee charge in order for them to gain a better understanding of the situation. Because this subject has been developed specifically for them, it is only right for them to be informed and aware, as it concerns their money.

 

One of the main objectives should be to produce a report that benefits the residents of Rocka Village II as well as the entire community. This proposed topic and plan will take a methodical approach with accuracy as the foundation. The aforementioned steps are all related to one another, and completing one step is necessary in order to successfully complete the next. By speaking with individuals and local officials, I will be able to gather information that is factually accurate rather than subjective.
